Q&A: Explanation Letters, Things To Submit, Second Coursers and more…

Hi again everyone thank you for your comments and for trusting the site… so let’s proceed with your questions:

hi gdpm miss joan, mocha loka hir again, regards sa mga documents na pinapabigay sa akin from california….. d ko kc mgets ung mga nakalagay eh…pwde poh bng pakiclarify ung naksulat sa letter that they have mailed me indicating the incomplete documents that they have received from me, but the thing is i really sent all the complete requirements to them.

according to the letter i need to pass the:

transcript (both theory and clinical hours)
clinical portion of tanscript or RLE
explanation letter

di ko lang po malan kung ano ba yung trancsript na both theory and clinical kc my check po don transcript that does not reflect completion of courses at saka educational brekdown narecieve daw po nila yon, ano po ung tinutukoy nila trancsript? at saka sa explanation letter, i failed kc ung dec nle, do i need to indicate na i failed the exam that im still not holding m license or pwede ko ba sbihin na mgtatake p lang ako sa june ulit?

Hi there Mocha… here is the thing as much as you know you sent everything the thing is they did NOT receive it so we have no choixe but to comply with their request and resend the documents they are asking from you. I think that the documents that they are asking from you are the following:

  • TRANSCRIPT OF RECORDS: this is the one that has your grades and subject descriptions in all the classes that you took during college to acquire a BSN degree.
  • RLE RECORD/ TRANSCRIPT: this is the document that has the breakdown and description of your nursing subjects and the number of hours you spent in clinical rotations. Normally, schools woth nursing graduates attach this together with their transcript of records. Verify with your school.
  • EXPLANATION LETTER: Just state in your letter that you do not have license yet and will be taking the examination in June 2008.

Please take note, when you send these documents to write a cover letter and explain why you are sending these documents and attach a copy of the letter they sent you. So request the transcript and RLE from your school and then ask them to place it in a sealed envelope and let them sign on the flap of the sealed envelope. Then mail the school documents together with your letter of explanation and cover letter.

Hi Cres. The hospital experience varies from one employer to the other. Though I think personally it is a definite advantage to have some form of experience. Just carry on with your plans in taking the NCLEX and IELTS. If you can get a far more recent experience then I think this will be to your advantage.

Hi! Do you know anything about CES? I have two degrees. Shall I get separate CES from my first degree since it came from other school? It’s really confusing. I hope u can give me some infos.

No. You just need to fill out ONE CES. There is this part in the application form that asks about institutions you attended in the pre- healthcare profession education after secondary school (high school)  you can just indicate your first degree there. And then place your nursing degree in the healthcare education area.

I hope this helped let me know if you need more clarification. It will help a lot to download the 2008 CES Handbook.

Usually you should send in your personal documents prior to school documents. So that the school documents will have a reference and also to prevent from any of your documents from being misplaced. Besides, your application will not be processed without the fee which will be sent together with your personal documents.

If I’m going to use po the address of a relative sa california, same address po ba ilalagay ko pati sa form na ibibigay ko sa school and sa fingerprint card?….do I still need an authorization letter from my sister po sa states na I can use her address? Saka po gusto nya sya mg follow up ng paperz ko since andon sya, ok lang po ba yun?…..

Yes all address should be the same in ALL the forms sent to the California Board of Nursing. There is no need for an authorization letter from your sister in the US to use her address. She can follow up your documents as long as she has all the information needed when she calls the Board of Nursing.

Hi be granMs Joan,

Please advise what we, Filipinos here in Manila, who are NCLEX PASSERS in CALIFORNIA, can do regarding the SSN requirement needed to obtain a license. We fear that the 3 year period might expire before we may be granted our immigrant visa ( to get a SSN), as the retro might take 5 years. I share this dilemma with so many others here, who are at a loss. We have spent so much in taking the NCLEX exam. In the CA application for test, they did not indicate that foreigners wont be granted SSN.May CA BON please address this problem? I have emailed CA BON, but they do not reply.

Can we instead ask for a temporary license/ If granted, may we use this temporary license to endorse to another state ( that doesnt need SSN)?

Please advise. Thank you.

I am in the same situation as you guys are so I know how it feels. Personally, I have also inquired to the CA BON and have gotten no reply from them as well. I think for now the best thing to do is find an employer so that your papers will start running already. Also they might have some experience handling such situations like ours and they might be able to provide soultions to the problem. I apologize for not having a direct answer for this at the moment since the whole SSN thing involves a lot of legalities. The best thing I could think of is ask agencies or employers regarding this matter.

Glad to hear that you got your LOE already. As for choosing a good review center that will depend on your skills and your study habits. I think you can go to KAPLAN if you can discipline yourself to do self study. I think you go to their office and then go to their media resource to study on your own at first then eventually go to classroom setting review. Though I did not review at Kaplan they are a good candidate since they are known internationally. Also keep in mind that you cannot solely depend on whatever review center you choose… they are there to boost your confidence and enhance your knowledge but in the end it will still depend on you. Keep in mind that in perseverance lies successs! :)

Register first at PearsonVue and pay the USD 200. Once you are registered you will receive an email confirmation from them as well as your ATT. If you will use a Yahoo! email check your bulk mail because sometimes that is where your ATT is placed. Or better yet if you have a non Yahoo! email use that in registering. Another thing, once you register you are given a year to take the examination so make sure before registering at PearsonVue that you made up your mind to take the exam within the year.

hi ms. joan!!! thank you so much for answering my query regarding the cases with erasures that i have to file at prc (back to zero na lang po ako uli para safe :-) . i would just like to ask some more questions po…im planning to apply na rin for nclex sa florida bon, do you have any idea on how i should go about it? ive already downloaded their application packet but still, i dont know where to start & im so confused. do you know how long the application takes with their bon for eligibility? id like to ask din po sana kung anu ung uunahin ko sa pagaaply, yung sa application ko sa bon nila or ung sa ces ng cgfns or pagsasabayin ko sila? tsaka medyo nalilito po ako dun sa hinihingi ng cgfns na records from my secondary school(do they mean ung sa highschool ko po and elementary? & sepcifically what records are these? ung school ko po ba magmamail sa kanila?) lastly, im a second courser, so do i also need to ask my other school to send a copy of my tor to their agency? what about my diplomas?) pasensya na po ha…im just really confused and i dont know where to begin…thanks so much for your help and god bless you always!!!

Hi Valerie. I printed a copy of the Florida Application and upon reading the forms here are my answers to your queries. It was stated in the forms that you need to accomplish the CES first before applying to the Florida BON. The CES may take a while to accomplish so do that first before applying to the Florida BON. You can see the progress of your CES application at the CGFNS website I think. As for the time involved in processing your eligibility it would depend on how long it would take for your CES to be accomplished and be sent to the Florida BON. In general, give it a maximum of 6 months for eligibilities to arrive.

When you send your accomplished CES form attach a copy of your high school diploma. The REQUEST FOR ACADEMIC RECORDS FOR CREDENTIALS EVALUATION SERVICE form is the one you will give to the school where you took up Nursing and when the school mails this form they will send a copy of your transcript and RLE records as well.

As for the problem of becoming a second courser, there is a part in the application form #12 Institutions attended declare your first course under post- secondary non- professional programs. Supposedly, whatever subjects that was credited in your first course that was carried over when you studied nursing should be reflected in your TOR in the school where you studied nursing so verify this with your school registrar.

hello po. natanggap ko na po kasi yung letter of eligibility ko from bon-california this march. tanong ko lang po kung halimbawa nagbayad na po ko ng fee para sa att and scheduling this april eh kelan po ko pwede mag-exam. kasi po naisip ko po na marami examinees kaya kung possible po ba ko makapag-exam this year, sa may or june po sana kung pwede. tapos tanong ko rin po kung kelan po marereceive results po nun. sabi dun sa guideline na kasama po ng loe eh after a month pa po. may sinabi po yung c.i. namin na nag-nclex sa hongkong na pwede raw malaman agad pagkaexam pero may bayad. unofficial results daw po. ano po kaya yun? tapos pag nakuha na po yung results after a month, ano na po next step? saka po kung may alam ho kayo kung pano yung resume na may job description. hehe. sensya na ho at wala ng ibang mapagtanungan.

Hi there. Since you have your LOE already you can register anytime at PearsonVue. You can register via the Internet or mail and pay the USD 200 registration fee. Once they receive your forms and fees if you registered via the Internet you will receive an email confirmation with them regarding your registration. Also, you will receive another email that contains your ATT within 3 days. So once you get hold of your ATT you can schedule for an examination date.

Exam results are released between 2- 4 weeks. Since California is NOT part of the compact states you cannot avail of the “unofficial/ quick results”. So you would just have to wait for their mail notifying of your examination results.

If you pass, then you can either take the IELTS so you can get your visascreen or find prospect employers that can help you find work in the US. If you fail, re-apply to the CA BON and wait for your new eligibility. Once you get your eligibility register again at PearsonVue. There is this 45 days waiting period from the time you took your first exam before you can retake the examination.

hi ms. joan your a great help po talaga sa mga nag aaply for nclex… binabasa ko talga mga tips dito… thanks… ask ko lang po kc nagsend na yung ca bon ng letter na kelangan ko daw ipadala ulit yung diploma ko. pero napadala ko na yun dati hinahanapan pa rin nila aku. yung prc license ko ipadala ko daw po ulit.so panu ko po ba yun ipapadala? magkahiwalay ko po ba ipapadala yung lisence at diploma ko? i mean separate na envelope yung diploma naka address sa school at yung license naka address po sa akin???? tama po ba???pls help naman po.thanks!!!!

Glad to be of help Mey :)  As much as you know you have sent them the thing is they did not receive it so all we can do is comply with their request. You can send the copy of your diploma and PRC license together. Just attach a cover letter explaining why you are resending the said documents and attach a copy of the letter they sent you. So that they will just have an idea why they are receiving such documents.

Ok lng po ba if i give them a call and inquire about my status? if so, what time (our time) kya ako pwede tumawag in their office hours? i was also worried coz nilagay ko sa bankdraft is California Board of Registered Nursing. Yes it is okay to give them a call and inquire about your application. Their office hours is from 8-5 PM Pacific Time Mondays- Fridays. You can inquire at this number: +19165747697. Keep in mind that they are in daylight saving time at the moment so you add 1 hour from the regular time difference.

The bankdraft could have been a problem you can verify with them regarding that or also check the bank where you had the bankdraft done and see if the draft was deposited already. Because if they did not accept the draft then there is this possibility that your papers are not being processed. But verify first for now.

Average waiting time for eligibility is 3-6 months to be safe inquire about the status of your application by calling the CA BON a this number +19165747697. Business hours is from Monday- Friday, 8-5PM Pacific Time. Keep in mind that they are in daylight savings time so add one hour from the regular time difference.

hi miss joan… naloloka na ako, coz it’s been 6mos since i mailed my application to cali bon, pero til now i havent recieved any replies yet.. i don’t know what to do.. nageexpire po ba yung application if after 6mos wala pren reply from them or wala pren naiisue na LOE???? worries ko po kasi is that after 6mos and still no reply from them, my application will be expired and that i have to send another set of application and requirements and worst i will pay another $107. whhhaaaaH help miss joan.. kelangan po ba talaga silang tawagan? what will i say?? or email nalang po?? help miss joan… thanks….

There is an expiration in application which is I think about a year or so given that you were not able to comply with their requirements. The best thing you can do is give them a call and inquire about the status of your application. You can reach them at this number: +19165747697 from Mondays- Friday, 8-5PM Pacific Time. When you call them tell them that your application has been with them for 6 months and you just want to know what is the status of your application. Ask them if there are any more requirements that you need to fulfill  in order to receive your eligibility. Do NOT email because chances are you will not get a reply from them.

this is mary grace!! i hope you can help me. I sent my application last month. But the problem is, I was not able to attach a letter to my photocopied diploma explaining why i have no license yet. Plus, I’ve sent a 2 x 2 passport type photograph which is not exposing my ears. I’m kinda worried coz they told me that when you say “recent 2 x 2 passport-type photograph”, your ears must not be covered by your hair. And if ever, i made a mistake, how many months will cause this delay? i hope you could help me with this very big problem of mine. Thank you Joan. A reply from you would be of great help.

Hi Mary Grace. The best advice I can give you is to give it at least a month before you call and inquire about your application cause in that span of time your application might have be in the process already. Ask them regarding the copy of your diploma if that will suffice as an explanation on why you do not have a license. As for the picture as long as it is 2×2 size I guess that would be fine. I just mentioned regarding the showing of ears and shoulder lever because usually that is standard procedure in taking passport or ID pictures. The thing is I cannot give you an exact duration on how long it will take due to the mistakes and time of the board they are very busy people. So like what I mentioned give them a call and inquire about it.

hi!..i just want to ask for an advice! i’ve olredy pass my NCLEX application last oct but i failed to attach a copy of my license or board certificate, however i’ve attached a copy of my diploma..will this affect my application process?..what is the best thing to do?..is it okei if I send it thru fax?? thanks!i would really appreciate any advice you can give..Godbless..

I don’t think that our college diploma is an equivalent to a registered nurse license. The college diploma only gives us a BSN degree but does not entitle us to practice nursing here in the country. I think this will affect your application so the best thing to do is to give the Board of Registered Nursing a call and inquire about your application since it has been 5 months. When you call them, just inquire about your application and ask them if you have any deficiencies so you can fix it right away. Though understandably the process takes 4-6 months but it won’t hurt to follow up your application. If they say you lack a letter of explanation, send them your letter of explanation and I would say to send it via mail or courier since I don’t think they accept faxed letters.

Hi,gusto ko lng po itanung kung ano socian security no.(SSN) na tinatanong sa application ng nclex exam.Ok lang po ba na i send ko application ko even without SSN at required po ba na mag request ako interim permit at magbayad ng fee kahit first time ko pa lang mag apply.na complete ko na po kc ang mga requirements kaso di ko po alam kung anong bank pwede ipdala ang payment pra sa application at dun interim permit kung babayaran ko na po ba.

Yes most of us International Nurses do NOT have the SSN so it is okay if you do not place anything there. Just leave that blank. Once you pass the exam and find an emloyer that is I think the right time to worry about such. So for now just leave it blank. The interim permit is also not necessary for not unless you can work legally in the US. But if you just plan to take the exam here in Manila I think it would be better not to apply for it. Just pay for the application and fingerprint card processing fee. Regarding the bank, I suggest you go to a bank where you or your parents have an account that way they can entertain you better since you are an existing account holder. Most major banks do such transaction and ask them about making a bank draft or a manager’s check. Make sure that it is payable to: BOARD OF REGISTERED NURSING and the fee is $107.00 without the interim permit. If you still wish to get an interim permit just add $30.00 to the mentioned fee. Please take note also that the fee will be sent together with your application. Hope I helped you with your queries let me know if you need more clarifications. Good luck with your application.

Thank you so much :) Glad to hear that you received your eligibility I am so happy for you as well. The thing is when you register with PearsonVue via the Internet and pay the $200 registration fee you will get your  ATT in a matter of day or two via email. And when you get your ATT you are given ONE YEAR to take the examination. Given the situation you presented to me since you already made up your mind in taking the exam in June you can already register with PearsonVue and once you get your ATT ask for a schedule for the June exams as soon as possible especially if you are going to take the exam here in Manila since there are actually slots but most of them are broken slots since people of course request for certain dates.

Another advice I could give you is that to plan everything out before making any steps. So think about the time you need to prepare for the exam, review and test taking etc. Select your preferred dates so if one date is not available you won’t be pressured to get just any day that is available while talking with the operator. Worse comes to worse if all of your preferred dates are taken ask the operator what days are vacant and work around it. I hope this helps and good luck with the exams.

Also, if you use a Yahoo! email in registering with PearsonVue make sure to check your bulk mail cause usually that is where the ATT is sent for some strange reason. If you have another email address that is NOT Yahoo! I think it is better to use that. Most people thought they didn’t get their ATT and waited for months for it only to find out it was in their Bulk folder. So keep an eye on that as well. :)

Hi Mocha sorry to hear about your news. Here is the sample format of my Letter of Explanation.  As for the other requirements that you are lacking I suggest that you give them an original copy as opposed to photocopied. And the copy you have at hand might create doubts since it is indicated “for local purpose only” thus prolonging your process even more which is what we want to prevent. So request a copy of your TOR and Clinical Experience from your school and then have them place it on a sealed envelope with signature. Then make your letter of explanation and attach a cover letter saying that here are the requirements you requested and provide them a copy of the letter they sent you.

So to sum things up here is what you will be sending the California BON:

  • Original Copy of TOR and Clinical Experience (if possible sealed in an envelope with the registrar’s signature)
  • Letter of Explanation
  • A Cover Letter explaining why you sent the documents above and attach a copy of the letter they sent you.

Okay I know many people have been wondering on how to go about the “Letter of Explanation” since most of the people here either are new graduates or just recent board passers so obviously they do not have a license at hand thus needing to write a letter explaining why they do not have one.

So here is a possible format on how to write this letter:

BOARD OF REGISTERED NURSING

1625 N. Market Boulevard,

Sacramento, California 95834-1924, USA

To Whom It May Concern:

As indicated in your requirements for application we need to provide you with a photocopy of our license or diploma to practice professional nursing in the country where we were educated. I would like to inform you that… (state your reason why you do not have a license)

(If you have any other proof of documents such as a Certificate of Passing from PRC also indicate it in the letter that you attached such documents.)

Sincerely Yours,

(Complete Name and Signature)

That is a sample format of the letter I hope this clears things up since many of you are requesting on how to go about it. Please take note that the text in parenthesis in bold and italics are notes so it could give you an idea on how to continue the sample letter.

Some might think that the letter is too short but the thing is though you just have to be direct and give your reason so there is no reason for it to be a lengthy letter.

You can have it computerized or handwritten as long as it is legible. Do not forget to include your signature.

I will try to post here as much information as I can to guide you. But please take note that one’s case can be different from the other. I am just here to give you an insight on how it went when I applied. There will be a lot of factors that may differ from my experience to yours such as the school, processing etc. Also take note that these tips are for the FIRST TIME CALIFORNIA STATE BOARDS TEST TAKERS. If you are going to reexamine there will be a different form to accomplish.

HOW TO OBTAIN AN APPLICATION FORM

First get a copy of the California Board of Registered Nursing Application Form. You will need ADOBE READER to view the file.

APPLICATION FOR LICENSURE BY EXAMINATION

The first part of the application contains questions about your personal information. Fill in the necessary information and here are some tips and frequently asked questions when answering this form.

If you have a relative or a family member in the US you can use their address

This is one of the first forms that you will need to accomplish basically it includes your personal information. Fill in the necessary information and here are some tips and frequently asked questions I encountered when filling up this form.

  • ADDRESS: If you have a relative or family member residing abroad whom you can trust and at the same time ask for little favors then if possible try using a US Address they say that it makes communication faster between you and the Board of Nursing just in case they need something from you. Also it is obvious that mailing time would be faster since letters are only transmitted to the same country as compared to having it mailed in another country. I also say ask for little favors because technically speaking when you mail your forms it would have to come from that US address too so what will happen is that if you are here in the Philippines you will mail the personal forms to your relatives address and they will be the one to mail it to the Board of Registered Nursing… sounds complicated but I hope you get what I mean. If you do not know anyone abroad then just use your address here in the Philippines.

  • SOCIAL SECURITY NUMBER: Most of us do not have this not unless you can legally work in the US so in most cases you just leave it blank.

  • Place your 2×2 picture on the box provided using tape NOT glue.

  • Do NOT forget to include your application and fingerprint card processing fee please refer to the application form for the exact amount ($126.00 for application and fingerprint card). Make sure it is payable to the BOARD OF REGISTERED NURSING.

The rest of the application are pretty much self explanatory so this form has 2 pages. There is a part about an INTERIM PERMIT which basically says that they give you like a temporary permit to work while while waiting for the exam results which is valid for 6 months or until your results have been released. Personally, I did not avail of it since I won’t be able to use it since I do not have papers to work in the US. So I would rather save the $30.

REQUEST FOR TRANSCRIPT

One of the forms for the California BON is the forms to be given to your school registrar and then they would be the one to submit it through mail to the California BON. As for my tip just try to clarify everything with your school registrar so that less errors would be made in terms of processing.

BREAKDOWN OF EDUCATIONAL PROGRAM FOR INTERNATIONAL NURSING PROGRAMS and NURSING PROGRAM VERIFICATION

Just fill out the parts where it asks you to fill which is basically the personal information and the rest will be filled out by your nursing program. Usually they mail it together with your TOR which was filled by the school registrar.

COPY OF LICENSE WHERE YOU WERE EDUCATED

If you do not have your local license yet just mail them your board certification that you passed which you can request in PRC once you know you passed the exam. And well if you have your license already then just scan it and print it and attach it together with the other documents you will submit.

FINGERPRINT CARD

You would have to request for this separately you can request by going to this link: California Finger Print Card Request

Read thru the instuctions there and wait for it to arrive in your mail. Then you can accomplish the fingerprint in the NBI in Carriedo. I am not sure if it can be done in other NBI branches.

Once accomplished, mail it together with your other forms and DO NOT BEND the fingerprint card so if you can place it in a hard envelope the better. What I did was I improvised an envelope using a folder. They just need one copy but just in case the print is rejected provide them another copy so you would not have to mail it separately when they ask for another one.

Here are the things that YOU will mail to California BON:

  • Application for Licensure by Examination

  • Copy of License Where You Were Educated

  • Request for Disabilities Form (if applicable)

  • Fingerprint Card (2)

  • Fees for Application Process & Fingerprint Card

Things that the SCHOOL will mail to Cali BON:

  • Request for Transcript form + TOR and RLE Records

  • Breakdown of Educational Program for International Nursing Programs Form

  • Nursing Program Verification Form

As much as i am giving here tips and guidelines please refer and read the instructions that comes with the forms. There might have been changes in terms of fees and other instructions so it is important to refer to them still.

The processing of my application took about 2 months but then they requested for subject description so it took me another month to accomplish that. But I think the subject description is a case to case basis. In general, waiting period for your application is 3- 6 months depending on the bulk of applicants.

Last tip, if you are to use Fed Ex or Special Couriers in mailing remember that they will not accept PO Box address that comes with the form so you can use this address instead:
